Solution

A google search for the STATUS_RM_NOT_ACTIVE lead me to the solution on a Channel9 forum post:

  1. Go to c:/windows/syswow64/config/txr
  2. Make sure that hidden and system files are being displayed
  3. Delete all files in the folder
  4. Run fsutil resource setautoreset true C:\
  5. Restart the machine
  6. Install the Integration Services again
